Russian oligarchs challenge ‘arbitrary’ UK sanctions in court

​Lord Anderson KC, representing Shvidler, told the court that decisions on who the government would target after Russia’s full-scale invasion of Ukraine were “subjective and arbitrary”, with no proof required of support for Putin’s regime.

Anderson said that the decision to sanction Shvidler in March 2022 had come after pressure by Shapps on Liz Truss, then foreign secretary. He said new evidence showed that Department for Transport officials mistakenly believed that Shvidler was Russian rather than British, and civil servants were tasked with “working up a case”.

Anderson said that shortly before the sanctions were imposed on the tycoon, Foreign Office officials admitted that they did not “know much about him”.​
